Does Cash Fiesta Really Pay?

A few years back there was a flood of pay to surf programs available, however nearly all of them have since disappeared and many didn't actually pay as they promised. Cash Fiesta is one of the few surviving programs left and apparently it's actually worth using because they really do pay.
Download the Fiesta Bar and get paid an unlimited amount per month for viewing adverts at the top of your browser. In order to keep earning points, you have to occasionally click on the bar to reactivate it, which can be annoying. You have to sign up to at 6 special offers a month to get $1 per 1,000 points accumulated surfing, last month I got $0.83 per 1,000 for signing up to 5 special offers, but it's pointless unless you sign up to at least a few or the payout is negligable. There are numerous offers, including totally free sign ups. You also get additional points at different rates for different offers. You can also get additional points by referring members on an affiliate program.
In December (my first month), I earned $23.32 at a payrate of $0.83. I thought however that I signed up to more than 5 offers, so I'm little bit dubious about whether you always get your just rewards. As this is my first month, I haven't got any referrals. I’m surprised the service is still going and still looks the same, I won’t use it after what happened last time and I’ve read lots of people having the same problem since throughout the Internet.

Oh dear, I’ve logged into my account after a good few months to find all my earning GONE, I’ve earnt ZERO! What? This appears to be a scam!

WELL, IT WAS PAYING!
When I got to my 3rd month (February 2008), I’d signed up to over 6 offers during January, which should have qualified me for the highest personal pay rate at $1 per hour for the maximum 6 registrations.
It took over 3 weeks following the end of the month for Cash Fiesta to work out my earnings, this is normal as they need to wait for companies to send in proof of registrations. When my personal report was available, I was shocked to see that my pay rate was just $0.04 per hour as according to Cash Fiesta, I’d only signed up to 1 special offer. I obviously complained, but got nowhere as they kept insisting that their records showed 1 registration. I continued to complain and they then wanted proof of my registrations and it was so long ago, I couldn’t remember exactly which offers I signed up to and it would have took ages sorting it all out, but like I said I KNOW I signed up to loads and it took me a good few hours at the time. Obviously $0.04 an hour is a nominal amount, I spent many hours surfing with their Ad bar, clicking it regularly to keep it active and all this was for nothing, well about $1.
I followed all their instructions to the tee when I signed up to all the special offers, E.g I ensured I was logged in and cookies were enabled in my browser. I don’t think it’s Cash Fiesta, I think it’s the companies not passing on the information correctly, but it’s still Cash Fiesta’s problem and responsibility to sort the problem out. I can’t trust the system any more, as it’s proved to be unreliable.
I won’t put this in the scam category, as it’s not a scam, Cash Fiesta do seem to be trying their best, even though this isn’t good enough. The following month, I got a payout rate of $0.33 for 2 sign ups. Since the discrepancy I stopped used Cash Fiesta so this is correct. I’m going to put the previous problem down to a one off at first and will start using the system again. I will report how I get on over the coming months.
